Для начала проверьте потребление при 5V от БП. Ну и версию SW.
Из бюллетня, специально для ТС, а то ему пока вложения не доступны.

Problem
The issue was found in Wildwood-W270 NPI analysis process, the customer complaint "charging incompleted fully",
"Can't charge" or "Short battery life". Root cause: Triton-lite IC (vendor by TI) charging current deviation too large, this
value is not matched charger current define, so lead to the charging current drops off, charging process was abnormal.
Solution
CCI SW team modified charging current setting from 480mA down to 310mA~440mA, after changing can get normal
state, the current adjusting need upgrade SW to V0.0.42.

STEP 2
1. Set the maximum current to 1A, voltage to 5V;
2. Connecting cable to DC power supply:

1. Install the battery (3.6V~3.9V) into the handset, but don't power on the phone.
2. Plug this cable into the handset for charging, and wait for the backlight & keypad light off.
3. After the backlight and keypad light off, record the current from the power supply.
4. Verification:
Acceptable<490mA, judgment: phone during charging process is normal;

Reject>=490mA, judgment: upgrade SW to V0.0.42, the check charging current again, whether current below
490mA during charging.
